The actuator is nothing more than a hobby sized motor geared down to open and close a small plastic door that directs hot or cold air into the cabin. When you set the temperature to the warmest setting the motor opens the blend door to the heater core allowing warm air to pass.
This actuator is underneath your dash about center. You will have to remove several black dress panels that cover the works. Then you will need a nut driver to remove the screws that hold the ducting that will be in the way in this area. Once you have those few things removed, look near the Fire Wall area. You will see a small black box held o with two screws and one electrical connector. Remove the screws and connector and wiggle the assembly off the end of the door shaft sticking down. Thats it!

I'm not sure what the colours are, but on the back of the radio are 2 plastic connectors. One is black, the other is gray. At one end of each connector there is a lug, so that it may not be inserted incorrectly.
On the Gray Connctor, held with this lug at the top, and on the right side as you look at it there will be 7 wires. from the top counting down 7=not used 6= left front neg. 5= right front neg 4=memory light 3=radio light 2=12V switched(ign) 1= 12V unswitched (Batt)
On the black connector, held with this lug at the top and on the left as you look at it, from the top counting down 1= right rear neg 2=left rear neg 3=right front pos 4=left front pos 5=right rear pos 6= left rear pos 7= power antenna.
So on the grey connector position 7 is at the top. On the black connector position 1 is at the top.

Why won't 89 Chrysler new yorker headlights turn on?
First. Check the fuse. Second, make sure the headlight doors open. If the doors won't open, the headlights may be on, behind the doors. If it's the doors, a quick fix is, wire them in the open position, till you fix or replace the headlight door motor. (a whole different matter)
You could wire them in the open position but you don't have to. If you look under the front of the car you will see where the wire plugs into the motor that operates the headlight doors, unplug this wire. Then look below each headlight door and you will see a rod hanging down, this is there to operate your headlight doors in case the doors don't open. Turn these rods until your doors open and they will stay open until you plug your wire to motor back up, or you close them yourself.
