do you really mean IN the car? if so, the drain is plugged. the water is supposed to be led outside the vehicle via a little spout sticking out of the firewall behind the engine down lower toward the underside of the car. usually you can pull it off, maybe then you can unplug it.

the above answer is correct, how ever the best way that i have found is take an air hose and blow up in the drain plug, most of the time it will unclog and drain out, otherwise check to see it the plug is cracked or leaking, you may have to replace it, at about $5 to fix
