You can find swimming water in the Underground Swimming Pool, The Cove and the Hidden Lake (Go to the forest, click the rock, go down the rope ladder). The Rubber Duck Ring is an item avalible for all non-member penguins, it is an item given away free every year at the Summer Party. If the Summer Party has passed already without you obtaining it, wait till next year's Summer Party, and obtain it then. They are found stuffed in a crate with a "FREE" sign in it, all you need to do is walk up to it, and it will say; "You have found a Rubber Duck Ring. Would you like to pick it up?" Click "OK" (or yes, or whatever yes option it says......) The Rubber Duck Ring comes in colours Aqua Blue and Yellow. Next year they might have them for sale, so if they aren't in the typical crate, check merchant boothes and the Gift Shop.
