there are no timing marks on the cam shaft pullys you have to remove the rocker cover and fit a locking tool to the rear of the cams the crank has a mark on the fan belt pully to the cover at about 5 oclock

With the ignition on but without the engine running the sensor reads barometric pressure and when the engine is running, the sensor reads inlet manifold vacuum.
