Then remove the small bolt at the vertical back of the case and add fluid there until it starts to run out the bottom of the case where the other bolt was removed. This is the correct fluid level.

The sensor could be defective or you could really have a lean condition. Things like vacuum leaks, low fuel pressure and such will cause that.
