A police officer lied on an incident report what should you do?
Complain to his superiors, or the Internal Affairs Division of his department (if it has one) - if it results in a criminal prosecution then tell the prosecutor. If all else fails contact your local newspaper. BUT!!! You'd better have good proof of what you are saying or you could be charged with the criminal offense of making a "False Report to the Police," or the officer could sue you for 'defamation.'
If a warrant is issued by the police why wouldn't someone get arrested?
Warrants are NOT issued by the police. Warrants are issued by the court - they are then given to the police to carry out. The police operate on PROBABLE CAUSE, and if you know that they want someone, perhaps they do not have sufficient probable cause for an arrest or, perhaps, they may not have been able to locate the individual.

What are the Dumpster diving laws in California?
in long beach, ca., it is illegal to dumpster dive because i believe the law has it that they are private property belonging to private residences or to the city of lond beach...
[NEW EDIT] Actually its legal if its on public property. As soon as the owner puts there can on the street for the trash man to collect you can legally dive into it because when they put there trash in a public area(the street) it becomes public property. They can however take it back onto there property and it becomes theres again. But as the person stated above..there wrong. Long beach does not own peoples/businesses trash cans once its on the street. Otherwise if your football went off your property and you go to get it then your stealing from long beach? um no. Speaking of that if someones football or anything else went off there property by accident, you can legally take it. its not nice but its legal. Streets are public not owned. So anyways the dumpster diving goes for both businesses and owners, its fair game if its off there property.
Actually the city of Long Beach, Ca does consider the taking of items from the purple bins stealing. If you have trash pickers, you may call (562) 435 6711 to report it. Many of these dumpster divers are leaving a path of litter in their wake and the city isn't tolerating it anymore.

For a check in the USA -- Alcohol offenses remain on your record for 10 years. "No contest" is treated like a "guilty" here, so it goes on your record. It will pop on a basic background check, like for work, until 10 years has gone by.
On an American federal check, like for passports or a professional license, it will last pretty much forever. They are very strict about it.
For India, it will depend if your background check person is very thorough about contacting the Americans for information. But it only costs $10 on the internet, if they have your American information, so it's better to be honest!
I hope that AA or some kind of therapy is helping you. Good luck! HC
