On older cars with mechanical odometers look carefully at the numbers. They should be in perfect alignment. If one or more seems off even slightly off line then suspect the odometer has been rolled back. On newer cars with a digital readout it is almost impossible to tell by looking at the odometer. A high mileage car will normally show heavy wear to the driver seat, gearshift knob, floormats, and the rubber covers on the pedals, etc. Things like the switches on the dashboard will become visibly worn after a lot of use. If the speedometer is still working and the odometer isn't, then you have an internal failure in the speedometer head assembly. Everything is self contained and non-servicable. It can only be replaced as an entire assembly. There is a microproccessor(computer) in it that uses vehicle speed information provided by the vehicle's data network to operate both the speedo and the odo. If one of those two is operating but not both, then the speedo head is getting the input it needs from the network, and processing it. Whatever componet is not operating has failed, but it is not servicable without the entire assembly.

If both are inop, you COULD need a speedo head, but there could also be a problem elsewhere in the system.

Depends on your year, and likely the spedometer is reacting to a fault in the speed contoller, or fault with spedometer cable. What code(s) do you pull with testing? My 2000 E250 has an issue with the individual wheel speed sensor, causes abs light to come on and stay on, but no issues with spedometer, however if yours is newer (digital odometer, sounds newer), follow the cable from the spedometer to the speed controller, and it's bracket, check connections, or resistance in ohms. It is quite possible in a 1996 Mercury Cougar, that when the dashboard instruments all quit at once, there is a fuse that has been blown. Most of the gauges in the dash run off the same fuse in most vehicles.
