Though the term "blockade" was never used (a Naval blockade is considered an act of war), then President John F. Kennedy instituted what was termed a "Naval Quarantine" of Cuba, after U-2 spy plane reconnaissance flights in October 1962 found that the Soviets were building intermediate range nuclear weapons launchers, and were very near to completion. Various scenarios were considered, including a full invasion of Cuba. What was not known at the time, and only recently known as a result of the end of the Cold War, is that although the Soviets didn't have their missiles ready, they did have operational battlefield Tactical Nukes on the island, and local commanders had authority to use them in the event of a U.S. invasion.
