I had the same problem on my '96 lwb t4 caravelle VR6, I found a 10A blown fuse (whilst looking for windscreen wiper fuse which was also blown as I hadn't freed the wipers from the snow/ice on the screen before activating them) and when replaced the problem was cured. I think the reason why this worked, is that particular fuse supplys the mixer valve that adjusts the heater water temperature and when there is no volts the valve only allows cold water to flow to the heater. As I don't have a circuit diagram, fuse box drawing or handbook I can't say if this fuse performs that function or not all I know is that it solved my problem.

get a pot of plus gas, take out spark plugs pour about 25ml of plus gas down each bore and leave for 24hrs make sure the battery has been fully charged
preferably repalce sparkplugs; or for economy clean and reset gap, then bake in an oven for about an hour at about 140 C this removes any moisture that may be present in the plug.
before replacing the sparkplugs slowly turn the engine over by hand.
check the points are set correctly, if pitted or corroded replace, if your replacing these then also replace the condenser.
Note old petrol will have gone off, and you will need to drain this out and refill the tank with some fresh fuel.you should now be ready to try and start your dub.at this point you may need to place a teaspoon of petrol down the carburettor, and piece of rag to choke the carb while some one else turns it over. Assuming you're refering to a T4 Transporter, the glow plug relay is the bottom right relay beneath in the fuse bok behind the drivers side cubby box thing. it's number 104.
