Definitely, this is an issue with that car. I had the same problem with my Acura CL 3.0 1997 and i finally resolved it yesterday. The solution for the problem is the vehicle speed sensor and it is located in the back of the tranny behind the engine. Try to locate the distributor cap and look a bit dipper. Its is very close to the transmission mount. It has a grey electrical plug andtwo bolt holding it to the trans. You will need a 10mm socket, an extension and a ratchet to get it out. You can't change the front rotors without a press. Work best left to the pros. The back you can change, but it's not a fun job-and since you have to go to the shop for the fronts, might as well have them change the backs.
Actually the rear ones are quite easy (from a CL owner). It took me about 30 minutes a side. The fronts I can't seem to figure out. It looks like you have to remove the nut on the shaft. I question the first response?

How do i drain the transmission in your 1999 Acura 2.3 CL?
There's a bolt with a Square indentation facing to the right of the car (if one is sitting in the car) right under the car near the ATF dipstick. It is VERY tight. Just use the rachet with the square stub to fit in the indentation. The bolt is magnetize, so you will see bits of metals stuck to the end of it. Just clean it thoroughly with a clean rag. Make sure you have a new crush washer to replace the one that has been used.
