It doesn't take that long to melt sugar, maybe about 3 minutes for me. You have a to add a certain amount of water proportionate to the sugar(4:1, sugar:water for example). This will speed up the process and will prevent your sugar from burning. You don't use a double boiler for melting sugar. Direct heat works well, just remember to have a brush handy and a cup of water. While the sugar is boiling, brush the sides of the inside of the pot, but NOT touching the melted sugar. This will prevent any syrup from burning in the sides when they reduce down and will prevent any "black" specks of burnt sugar in your syrup. I have never melted sugar without water, that would kind of be tough to control and impossible to reduce, making a sticky and burnt situation.
