It is definitely not located in the fuse box, you must go to the drivers side of the vehicle, crawl under the front seat, remove the screws right above the gas and brake pedal to remove the panel to access the flasher. It will be a little ways up, clipped in place. you can pull it out and replace easily though.

- The thermostat could be broken that is the part that is connected to the side of the engine where the radiator fluid flows in. The fan not working could be a bad ground or or bad connection somewhere this is a tedius process however you should check out all of the wiring to the fan and the fuses and see if there are any problems. Whether the heater is on or off the fans should come on as soon as the vehicle starts.
