Actually, there's no reason to remove the driver's side front wheel, just turn wheel to left and right behind the wheel you'll find an access panel, remove this and there's your battery. Recommend removing negative post first to prevent "short circuit" when removing positive terminal. Good Luck!

my original response to your question is below.. but it may be a spark plug, which would cost a lot less than the coil/cap combo. but its a good idea to replace coil/cap/wires every 100k miles.
Your Coil/Distributor Cap is going bad, replace it now before it dies and your car wont start. generally if you're at 100k miles they should be replaced, but mine lasted till 130k (it would misfire on acceleration and then it just stopped running). The Cap/Coil is located under the intake valve on the intake manifold, it is rather hard to get to without removing the intake manifold or the brake fluid resivoir. This is also a 250-300 dollar part(i know... owwie), but if it runs good otherwise its a good investment.
if your car doesnt have 100k miles on it this probably isn't your problem unless you've somehow shorted your ignition system out.

The "governor" on this car isn't a part that can be removed. The vehicle's ECM is programmed to cut the fuel supply once the vehicle reaches a pre-determined speed. For my 2005 Sebring, that speed is set at 190 km/hr. In theory, it is possible to reprogram the ECM, and there are companies that offer power programmers for certain higher performance vehicles, such as a Magnum, or 300. However, to the best of my knowledge, no programmers are available for the Sebring. You'd have to be a programming genius, and rather stupid, at the same time, to attempt any kind of modification to your ECM on your own.

The noise you're hearing is likely the power steering rack and I'll bet the outside air temperature is cool or cold - yes? If so, your problem is power steering oil pressuring its way past the seals in the rack. The other cause is that the serpentine fan belt is worn and is slipping on the power steering pump pulley at extreme left or extreme right - those times when the pump output is at its greatest demand! Check the fanbelt, or if you're like me it's the original one from 150,000 miles ago on my Sebring, and look for normal wear - shiny look on top side of the belt (opposite side from grooves) and checked or pitted look on grooved side of belt. The steering wheel will also be "jerky" when you hear that accompanying noise - yes? Try the belt replacement first - the more expensive option is the replacement of the power steering rack with a rebuilt one. Oh, don't forget to check the fluid level in the power steering pump too! if you have checked all your fuses and they are ok this has happened to me already.... more than likely your brake pedal switch has gone bad. sometimes your cruise control brake override goes out with this but more than likely not. replacing this is somewhat aggrivating if you have large hands. you have to unhook the connectors while it is still connected to the brake pedal brace and then pull it out of the pedal brace bar. then you have to put the new one in its place and reconnect it after you make sure it is being contacted by the brake pedal when it is not depressed.
