"Sometimes" the plastic may deteriorate under heat or direct light conditions, in which case the above mentioned solutions work best for sure. Much debate over that topic exist.
The only other product I've seen that does the same and will treat many gallons with a drop or two, are found in urbansurvival or military supply places. But those usually taste worse to me, than it was originally. It probably IS algae or bacteria of some sort, and your nose, taste are reflex systems smart enough to tell you "NO". You would need a good pre-filter to remove the sand and other rubbish and a properly set up reverse osmosis filter to produce the clean drinking water from the oily salt water.

If by mind altering drugs, you mean chemicals to clean and sanitize the water, then yes. Sanitation plants put flouride and other chemicals into water to kill parasites and germs to make the water safe to drink. As to actual drugs to alter the composition of a person's mind and change their behavior and thoughts, no, the government isn't. If they were, there would be ample evidence to prove it. Rather, look to such places as fast food companies or the food suppliers for such influence. It is a proven fact that at one time several years ago, McDonalds used beef fat in their french fries. This caused people who ate the fries to crave a hamburger. When the addition of beef fat was discovered, McDonalds was sued and forced to change their recipe.
