I just replaced my fuel filter on my 1987 prelude so this may not be exact to your car but I am sure it is close enough. Your fuel filter is located next to the fuel tank on the drivers side of the car. To access and change remove your left rear wheel and it should be located on the forward (left) side of the suspension system. The filter is white and sitting in a black case which holds it in place, it also has two red fuel lines going in and out of the filter. If you plane on replacing the filter all you will need is a flat head screw driver, a rag and about 10 mins. Good Luck with the job EG

I use regular ngk spark plugs BUT i have a f22b motor from an accord in my prelude which isn't high compression like the h23a that i had in it or the h22a in that case i would use the ngk or denso iridium spark plugs. You can buy them at any automotive store (though some stores might have to order them. You can find them for cheaper online too).
The rear hubs more than likely need grease. If this isn't the case then the axles may need greased or check the tires for broken belts.

behind the main fuse panel under left side of steering wheel. there are two black boxes(relays) that plug in. the fuel pump cut-off relay will be the one that has three prongs sticking out of it once removed. looking at it yoo will see holes on top of it. many people mistake it for a chime relay. you may have to remove the other relay also to get the fuel relay out.
sounds like a problem in the ground or the main monitoring ecu for the system. your vehicle has the obd2 tester, have them run it and see if it give you a direction to go. the srs is important to work. that is for the air bags. the check engine light is usually a bad oxygen sensor. hope it helps. duboff
