Because you live in North America. No, really. Our electric current is 60 hz AC. the fan runs at a multiple of that for example 7 * 60 is 420... which is very close to G sharp (A flat) (415.305 Hz).

An organic solvent should dissolve the latex.

Problem is that it may destroy the hat in the process.

Acetone is very "strong" and also dissolves some synthetic fabrics.

Pure Petrol could possibly be a solution.

It really mostly depends on the material the hat is made from.
