Yes. That is if you accept high to refer to people with IQ's over 125 (give or take 10points or so depending on who you are discussing it with). Expert establishments such as GERRIC with the University of NSW accept students with an IQ over 125 into their Gifted and Talented programs. According to the NSW Department of Education's G&T policy a gifted student is :

"Gifted students are those whose potential is distinctly above average in one or more of the following domains of human ability: intellectual, creative, social and physical. Talented students are those whosareas of human performance. "

In the old SAT format, the highest possible score was 1600, comprising of an 800 in the Math and 800 in the Verbal section.

The new SAT format is out of 2400. The highest score you can get in each section is 800. The 3 sections are Math, Critical Reading, and Writing. Some schools only look at the Math and Critical Reading section (totaling 1600).

Every year people score 2400 SATs and 1600s. This is extremely rare, but there are students that manage the 'perfect score' every year. These students would be part of 'history' with their perfect SAT scores and would have their name up with those who record the highest SAT scores.

This question is too complex to answer in a short essay. Discrepancies of this magnitude are statistically significant (i.e. outside normal variation seen in the general population). Causes may range from improper test administration / scoring to neurological impairment (language processing and production). This level of discrepancy should be verified by additional assessment and clinical observation. These results should not 'stand-alone' for purposes of important decision making.
