Have you tried to do a tune up on your car? This would entitle new plugs and wires, Oil change, PCV valve, EGR Valve, fuel filter, and possibly O2 sensors is all I can think off the top of my head. You should also check your tire pressure. All of these things will make your gas mileage decrease if they are not in working order or your tires are not at the right PSI.
You can check your PCV valve by pulling it out and shaking it. If you hear a rattle then it is good and does not need to be replaced. I hope this helps you out.

All stepps above are correct except: There is no sprin on this model year. There is a nut behind the idler pully arm that must be loosend. then the tention will be relieved. retighten the nut while prying with a 1/2' ratchet or breaker bar.
How do you replace the headlamps and turn signals in a 1995 Lincoln Continental?
Note: These instructions refer to the driver's side headlight. I assume the passenger side headlight is the same, but I have not verified that.
Remove the black plastic cover at the front of the hood compartment. It is secured with five velcro pads. The glue used to hold these pads on has probably worn out, but that doesn't seem to matter.
At the back of the headlight housing, there are two metal clips that need to be removed. Push towards the rear of the car as you pull up on them.
The headlight housing will now slide forward 4-6 inches.
Pull off the wiring connector at the back of the headlight bulb. There is a tab on top that may need to be pushed up. After you remove this connector, there is still one other wire that will remain attached.
There is a plastic ring around the base of the bulb that holds it in place. To remove it, twist it clockwise (when facing the car from the front) 1/3 of a turn. It should come off easily.
To remove the bulb, pull it straight back. You may have to wiggle it if it sticks. Be careful you don't bang your hand up when the bulb does come loose.
Installation of the new bulb is the reverse of the above steps. Be sure not to touch the glass of the bulb as the oils from your skin will ruin the bulb, possibly causing it to explode.
While the headlight housing is out, you should be able to figure out how to change the turn signal bulb. The car I worked on had a damaged turn signal housing, and I can not tell you much more than that.

Wrong answer above: The 98' Lincoln Continental does not have a stand alone flasher relay even though the auto parts store will sell you one for around $9.95 it will not work on a Lincoln Continental (works on other Fords though). The turn signals and emergency flasher function is handled by the "Multifunction Light Control Module" part #13c788 and is located to the right of the steering column under the dash. Cost is about $600 at the dealer or $50 at a junk yard.... I know I did the same thing.
Then I guess you didn't check everything...;) Could be internal...there's no telling really unless a professional trouble shoots it. Or unless you have recently had an reoccuring problems and can elaborate either on those or on any noises you've had with the car recently. That's all I have with the lack of info unless you want to try resetting the ECU which would involve you disconnecting the battery, pumping your brakes, letting it sit for 10-15 min then reconnecting and starting her up.
