I am pretty sure that it is computer controlled. There is probably an input to the computer that is out of whack. There may be a code stored it the computer that may elude to the problem. If an input like a mass air flow sensor or crankshaft sensor is going bad, it will report false data to the ECM and it will make an incorrect adjustment that will flood or starve the fuel/air mixture causing a stall.

How do you install a power steering pulley on a 2002 voyager?
First you'll need to remove the pump. You will need to do this from underneath, so make you have the truck safely supported high enough to work comfortably underneath.
With the pump out, you will need to remove the pulley. Use a power steering pulley puller and very specifically not a jaw-type puller to remove the old pulley. At best, the jaw pullwer might remove and destroy the old pulley, but more likely it will just break pieces of it off making a big mess and such. That's not what you want.
To press the new pulley on, you can use a special toolkit made just for this purpose. I expect you haven't got one so we'll go with plan B which is actually much simpler. The special toolkit is complicated and not much fun.
Bring the pump to your local hardware store or home improvement store or auto parts store. Find a bolt that screws nicely into the shaft of the pump. Write down the size of this bolt including thread size.
Next, purchase a HARDENED STEEL BOLT that size and a nut to fit and three washers and some grease.
Apply some oil to the shaft. Using just your hands, put the pulley onto the end of the shaft as straight as you can. You won't be able to push it on, but you can get it stuck there pretty straight. Do this.
Next, coat the threads of the bolt with the grease and the washers also. Screw the nut all the way onto the bolt. Put the three greasy washers onto the bolt next. Then, with these items in place screw the bolt into the shaft. While holding the bolt with one wrench, use another wrench to screw the nut so that it pushes the pulley onto the shaft just a bit.
Next, unscrew the nut a few turns and tighten the bolt into the shaft a bit more., then use the nut to push the pulley on as far as you can. Remove the nut, then the bolt. Flip the washers over, then screw the bolt back into the shaft. Again use the nut to push the pulley on as far as possible.
Loosen the nut again and remove the bolt again.
Verify that the pulley sits flush against the shaft. If it doesn't correct this.
If at any time the bolt breaks off, this means it wasn't a well hardened bolt. Remove it and get a good bolt.
