If you have the owners manual look in there first. In the index it gives the location of the Fuse Box and location of the Relay Box. The flasher should be located in the fuse panel or near there. In the relay box out under the hood [located close to battery] the flasher may be there. It is round about the size of a golf ball and flat on the top. It should say something to the effect of Flasher Unit. Replace the bad one with the same size one.

Checking the fuse is definitely a great idea. Is it just the horn or everything on the steering wheel? If it is everything, it has been my experience that when the horn or any of the options on the steering wheel do not work, it is most likely the clockspring.

check the vaccum hose that connects the egr valve to the engine,i had the same problem every time i went to stop,slow down or let my foot off the gas it would die quickly.i replaced the egr vacuum hose line and the problem went away,also get a can of throttle body cleaner spry it in open the throttle plate ,wipe it out and spray a few more shots to make sure that it is good and clean,makes a hell of a difference..also check your breather hoses for any air leaks,one goes from side of throtlle body to pass side valve cover and the other goes from dr side valve cover to the pcv valve.a few seconds can bring the vehicle back to its old self again..

IT WILL GO THROUGH A SERIES OF FLASHING, WHEN DONE THE REAR WIPER SHOULD BE THE ONLY ONE FLASHING PRESS REAR WIPER TO EXIT. DO THIS WITH VAN RUNNING. This worked for my 1997 Voyager. I hope it works for yours.
I followed instructions and it worked( 98 VOYAGER ) BUT I MIGHT ADD THIS; you must wait 30-60 seconds for all the lights except the rear wiper light to go out before you hit the rear wiper button.

look at the pulleys and you will see that one toward the firewall has what looks like a bolt to unscrew. Put a long wrench on it and turn( can't remember which direction ) . It will pivit on a cam and the belt will loosen. To put on the new belt just repeat. Make sure you make a diagram showing the way the belt goes on the pulley if you have no diagram.
