Yes it is safe - you are more likely to have an accident from simple human error than from a terror attack - consider how many successful terror attcks have occued since 9-11 compared to accidents caused by human or mechanical failure - there is always a risk in everything we do in life and flying is no exception - my biggest concern with flying is miscommunication twixt air traffic controllers and pilots a much bigger concern than terror. The evolution of terrorism can refer to several things: meaning, tactics, objectives, and organization.
First, the meaning of terrorism has and continues to change. The word "terrorism" was popularized during the French Revolution, when the Revolutionary Tribunal began executing scores of French citizens. "The Reign of Terror" was considered beneficial, since it eliminated the French aristocracy and furthered the Revolution. During the 1800s, however, the terrorism gradually became associated with the Anarchist movement and became decidedly negative term. After World War II, terrorism became associated with nationalistic movements in Israel, Cyprus, and Algeria, amongst others. During this period, terrorists argued that violence provided the only means to free their country from colonial powers. The English and French considered terrorism a decidedly negative action, but the US and other western powers supported the nationalistic movements in Cyprus and Israel. Likewise, the meaning of terrorism changed once again in the 1960s and 70s, as terrorists became decidedly more religious in nature, perpetrating violence in the name of God. The vast majority of terrorist attacks remain motivated by religion, but terrorism in the 21st Century also indicates a willingness to commit indiscriminate violence and attack symbolic targets.
Second, terrorists continue to change tactics and weapons. Finally, in 2001, al-Qaeda flew three aircraft into various targets in the United States. Thus, terrorist tactics have evolved from simple weapons and tactics, to the very complex.
Third, terrorist objectives continue to evolve. For example, after World War II, many terrorist groups sought to expel colonial powers from occupied lands. The Cyprus based EOKA used terrorism to wage a protracted war of attrition against the British. This campaign was successful and the British eventually withdrew from Cyprus. Israeli, Algerian, Irish, and Mau Mau terrorists used the same tactics and succeeded in liberating their countries. These terrorist groups had one objective, liberation, and this goal was generally achievable.
Contemporary terrorist groups have a wide range of objectives. HAMAS seeks to destroy Israel and liberate Palestine, al-Qaeda desires to establish an Islamic Caliphate, the ELF wants environmental security, and FARC wants to establish a Communist government in Colombia.
Terrorism today, however, is increasingly religious in nature and these terrorists are more willing to perpetrate indiscriminate violence. These groups also have generally unrealistic objectives, i.e., al-Qaeda seeks to destroy the United States and the ELF wants to end capitalism.
Finally, terrorist organization continues to evolve. In place of hierarchies, terrorists are gradually evolving into leaderless networks, characterized by many small cells nominally linked to one another. Terrorists prior to the mid-1990s generally operated in large, well organized groups. Hezbollah, the PLO, and al-Qaeda had a clear operational command. Terrorists today, however, are forming small, independent cells that are difficult to trace and infiltrate.
