In an engine, the piston's go up and the valve's that are adjacent to that piston go up. When the piston goes down the adjacent valves go down. This is achieved by the timing belt or chain and the engine timing being set correctly.
If the belt or chain breaks, the pistons still go up and down, but the valve's stop moving. On a non clearance engine, the piston will go up and hit the valves, resulting in bent valves and a now needed head job.
In a clearance engine, the top of the piston has an inset cut into it that is just enough room to avoid hitting the valves.

It's really easy...if it's just like my '06. Open your glovebox. Take all the stuff out. On the right side, there's a mini-bungee strap holding it on. Unhook it, but gently so that it doesn't spring into the compartment and you have to hunt for it later. Squeeze both sides of the glovebox to free the "plugs" that hold it in place. You can unhook the glovebox completely, or let it hang in your way. Look in the compartment - the largest black plastic panel is the cover for the filter. It releases by the two bottom tabs - pull both towards you at the same time. You'll have to squeeze the filter just a bit to get it out around the support bracket that's inconveniently in the way. Squeeze and slide the new filter in, and don't forget to grab the bungee strap before you squeeze the glovebox back in place.

If by "bad weather" you mean wet and damp, you may look for a short somewhere in the electrical system. Condensation and dampness may be causing a short somewhere that when dry, just does not happen. Try turning on ignition, not running the engine, at night with no lights around. Move some wiring under the hood and you may see some arcing. It needs to be completely dark to see unless you have a particularly bad short. I had this on a car about 15 years ago and found it by accident just like this.

you need to raise the idle
on the side of the electronic throttle there is a idle screw covered in thick clear plastic or rubber clue. you need to adjust that with a torx socket. only turn it about a haft a turn clockvise then drive the rav for a day or 2. you might have to turn it more.

AnswerPush the center piece, on the dash, forward until it unsnaps and exposes the screws for the passenger side piece. Take the piece off and you will see the filter bracket down in the dash. Remove the filter and replace with new one.
