I'm pretty sure it's a canister filter on the early VR6. It should look like a plastic oil filter with a bolt head on the bottom. You just open that and replace the element inside and the two o-ring gaskets (ones big and ones small).

Not a hard job, pay attention when reinstalling as there are plastic nubs that have to line up, do not force they are plastic.

You can also pull the fuel line and put the end of it in a container then run the pump by jumping the relay for 30 seconds and measuring how much fuel came out ( approximately 1.5 liters). One can also remove the pump and bench test it with extra fuel line attached by using jumpers ( a fused one for the positive lead ) and an extra battery. Don't run the pump dry, use a couple of fuel containers and pump fuel from one to the other.
You may have two fuel pumps if you have the 13 gallon tank. If so one is by the passenger side under the car next to the tank. The other is inside your fuel tank.
The fuel pump is accessible from under the rear seat. Start the car and pull the fuel pump fuse and let the car run until it dies to get the fuel out of the system. Disconnect the battery. Pull up the rear seat and take out the screws that hold down the cover. Disconnect the hoses and the electrical connector and remember where they go. Then unbolt the fuel pump carriage and pull it out. Keep rags handy while you do this to clean up spilled fuel.

Is this a trick question? ;-) I think you might have something broken if you haven't figured this out by now. Just below the dashboard, at the far, far left of the car (driver's left knee if you're sitting in the car), there should be a plastic handle attached to a cable. Pull this handle and the hood should "pop". If the handle is broken or missing, look for the cable. Grab the cable with some vise grips and give it a good yank.
Once the hood pops, there should be a latch up front on the hood, dead center, with a small lever that rocks the latch back and forth. Squeeze this lever and the latch should let go of the car and the hood should open.
If you can't find the cable, you may have to get to the latching mechanism from through the grill. If you look just above the VW logo in your grill, you should see where a cable may have once been, or perhaps a piece of a cable. Grab a large flat head screwdriver and push this piece to the right until the hood pops.
