I owned a 91 RS, had same thing happen. Turned out to be the VATS (Vehicle anti-theft system). In my case the prongs in the iginition were not making contact with the black pellet on the key when inserted. Please refer to discussion page.

I don't know what year you are working on. Carb or fuel injected? V6 or V8? However, there are a lot of tests that can be done at home. Start with a fuel pressure test. AutoZone loans the tester. Hook it up and turn on the key. Find out if you have the specified fuel pressure. If not, it could be a clogged filter, bad fuel pressure regulator, or weak pump. From there you have to start testing sensors. Pick up a Chilton or Haynes. They have all the testing procedures and specifications for the sensors. Most can be tested with a multi-meter. More difficult sensors like the ICM can be taken to AutoZone for testing.

go to your local store...usually like wal-mark....and buy a wireing harness to match you vehicl...and it will only b like $15.00

raise the vehicle. place a pan under the oil pan. remove the oil drain plug. when the oil stops draining, replace the plug. do NOT overtighten or you WILL strip out the pan. place pan under oil filter. unscrew the filter and drain the filter in the pan. make sure rubber gasket is on old filter. place thin layer of oil on new filter gasket and screw onto the filter housing. do NOT overtighten. hand tightening is plenty. lower vehicle and add oil. start up and check oil pressure. stop vehicle and check oil level.

The bolt pattern is 5 on 5 or 5-100 with a low offset Its actually 5x127. 5x100 is nowhere near close.

The fuel pump relay is actually on the drivers side inside the car, under the kick panel under where your left foot may rest when you drive. If you are having an issue with the relay making a really fast tapping noise check under the hood where all the wires tap into the positive battery terminal that sits on the shock tower. If you monkey around with those wires, tighten, maybe put some contact grease on them it will probably fix your issue without having to do any rewiring or buying expensive relays. This fixed my car when I had the same issue, same exact car, 1996 camaro rs with 168,000 miles on it, still runs like a champ.

usually on most vehicles it's close to the water outlet housing where the upper radiator hose meets the motor. Actually, on the 1990 for ranger with the 2.3L it's on the driver side of the block, towards the back...under the intake manifold...I couldn't get a look at it from the top but you can see it from the bottom. Also, you may want to drain some water out of the radiator/block or expect to get an anti-freeze bath.
