Not sure about the '76, but the rear window defogger switch on my 1970 Coupe is located at about seat level on the left side of the center console (tunnel) cover. It is about 6" to 7" off the floor and just under the dashboard.
You have a sticking valve or the problem is in the heater control. I have a 1998, and the temp control knob has to be turned back and forth in order to change from hot to cold. I don't know if the knob goes to a cable or if it has an electrical sensor. ==another possibility== You may just have a stuck or bad thermostat. This has happened to me on several cars ovedr the years and 9 times out of 10 the thermostat was bad. This can happen as normal wear and tear over time or because of a faulty cooling system. I had my 1986 corvette flasher changed and was surprised to find the "secret" location. It is located on the passenger side under the dash approximately where a passengers left knee would be. Of note it's the same 2 prong flasher as the emergency flasher (which is behind the information center) Some pictures I downloaded showed both emergency and turn flashers behind the information center but I assure you that mine was not there, it was under the dash, passenger side. Actually there isn't an oil fill "pipe." You pour the oil into one of the valve covers after removing the provided cap. It drains through the heads and down through the block and into the pan that way.
While an engine is cold, water vapor condenses and comes out the exhaust pipe as white vapor on a cold day. After the engine warms up, the exhaust pipe is hotter allowing the exhaust gasses to be hotter as they come out the tailpipe. When that occurs, the water vapor dissipates long before it can condense. Don't worry about it if it's just white vapor that goes away after the engine warms up. It's a normal product of the combustion of gasoline. On the other hand, if the smoke is grey and smells like oil, it can be an indicator of a problem. The oil smoke smell is in all probability the valve stem seals or the oil drain ports in the heads are stopping up.

You are going to have to change the Flasher Relay or possibly add resistors to the circuit to equalize the load. You have changed the electrical requirement to the Flasher with the LED lights which is causing the relay to heat up more quickly and open & close more rapidly. LEDs consume so little power compared to the stock bulbs, that the flasher relay thinks that a bulb is burned out when LEDs are used in place of stock bulbs, thus the fast flash.
