At birth the prepuce has not yet fully developed and is still fused via a membrane to the glans of the penis. Just retracting the foreskin at this stage will cause damage to the glans and may lead to infection, It should be left alone. The foreskin is not just extra skin it is made up of parts that all have useful property's and is an important part of a properly working penis.
