technically, yes. wallpaper paste will do. all you do is mix the powder with water and stir. voila! you have paper mache glue. just apply the glue to the paper (newspaper will do) very carefully, don't use too much. hope it helped!

I would probably use spray adhesive. It holds well and does not bleed through like liquid glue would. It grabs on contact so you can not reposition the cloth once it is put down.

I personally would use a mechanical fixing alone (screw) or avoid doing it altogether especially if the material is exposed to the elements (you do not mention). The reason being is the thermal expansion of the two materials will be at different rates and stretching and warping may ensue.

UV rays and heat from the sun may also damage the glue over time.

Its a little envolved but I have never had a problem with peeling or chipping paint on plastic. NOTE: Car bumpers are painted this way. OOP'S, Enamel paint is just fine
