What are the duties of the US surgeon general?

To hunt down and kill or eliminate a drug dealer or a person on drugs or a drunk.

I read a true case written in the first person by the SG.

I got up. I just got a call from my head quarters. Had a drunken hobo trying to make money off of drugs. I ran out of my porch and into my mercedes. I picked up my partner at saint street. He asked me if we should give him a second chance, to put him behind bars and not kill him. I said that jail would only deprive him, further releasing the animal inside. As we pulled up at the ally, i glanced at a bum near a trash can. I jumped out, raised my gun and told him to get down. I walked closer to him, but he quickly pulled out a knife and slashed me. I yelled at kip to shoot him. He pulled out his magnum but it was to late. He had gotten to the rooftops. I picked up my gun and followed the bum. We jumped over rooftops. I tried to shoot him but he kept moving. Then he jumped across a big gap and i tried to jump it too. But i fell and landed on a trash bag. He didnt make it either though. He was on a fire escape. He smiled and pulled out his knife. My back stun. He lounged off, knife pointed at my throat. I reached for my gun but couldnt reach. He was so close, and i was so close to death. Quickly i rolled over and grabbed my pistol and shot him in his head. The knife landed right next to me. Then kip came i n and carried me to the car. One of the craziest cases ever.
