that depends entirely on the type of electrician you are. typically there are 3 catagories: residential, commercial, and industrial

Residential electricans wire houses and perform service work on houses.

How has the work week changed over the past 100 years?

Changes in the Common Work Week

Although I'm certain hours were longer 100 years ago, a huge change came in the concept of the "weekend". My father talks of it being common practice for all employees and managers in our family ice cream production company to work 6 days every week. Saturday was sometimes a light day, but it was considered a regular work day in the 1930's.

The hours were commonly quite a bit longer than today. The 1938 Fair Labor Standards Act instituted the 40-hour work week, to prevent abuse of the millions of new factory workers that had left farm work as Henry Ford's tractor had made them redundant. The tractor dropped food costs dramatically, but these dislocated farm workers were poorly educated and easy for factory operators to take advantage of while they tried to learn new skills.

Can the employee of a landlord legally perform electrical repairs without being a licensed electrician Even if he knows what he is doing?

Generally, no. Most states regulate the "practice" of doing electrical work for others, and an employee would almost certainly be practicing the trade of electrician, and would thus need a license if not a building permit (which may or may not require an official inspection, depending upon what the work is, and whether the jurisdiction inspects such work).

On the other hand, some states permit a homeowner to do minor plumbing or electrical work without a license, although a permit may be required.

Finally, some jurisdictions don't care who does the work until someone gets killed because of a mistake, and the answer to your question would be "yes, but they had better clear it with their insurance company."
