This answer is based on a four stroke engine. A small amount of oil is somewhat normal. The oil is most likely getting past the piston rings. As the piston moves down the fresh air and fuel charge enters the cylinder. As the fuel comes in it will wash the oil off of the cylinder wall. The gas and oil blend together, now as the piston moves up to compress the fuel air mixture the intake valve is just starting to close. Before the valve is all the way closed a small amount is pushed back out of the carb. This happens many times in a minuet. Now that the mixture of oil and gas is in the front of the carb the gas will evaporate leaving just the oil that you see. This is all dependent on how much there is. How well does it run? Does it burn oil? Will it "pop" back through carb? It may need a valve job? I guess we all just need more info, such as make model year and miles on it or run hours. I hope this makes sense??........
