Hey guys, I have a '98 wrangler and I have this similar problem ... and its a fuel pump issue. Sounds like your vehicle just isn't primed and after you turn it off and start it again its primed.. check your fuel pump.

I would use 100% LUCAS Oil Stabilizer. I swear by the integrity of this product. I also suggest using a qurt in your engine oil at every change. Y-THINK-Y
