Yes, it has one. It can be engaged by pulling up on the handle located between the front seats. To disengage, press in on the button at the end of the handle while lifting up slightly, then lower it to the full horizontal position. If all this is far to complicated, may I suggest you take the bus?

What should you check when the check engine light comes on?

The "Check Engine" light, or "Malfunction Indicator Lamp" in modern cars is activated when a fault is detected in the fuel delivery, combustion, or exhaust emission system of your car. Sometimes, the cause of the fault will 'go away', and the light will go out on its own. There is very little that is 'owner-diagnosable' about an MIL light, without the correct scanning and diagnostic tools at a qualified mechanic shop. Every car is different, but usually things like low oil pressure or a busted headlamp will not set off the "check engine" light.

What is a retaining wire on Kia Spectra headlight?

The retaining wire on a Kia Spectra headlight is simply a wire spring that holds the bulb in place. You can push the spring in and down and the retaining wire swings free, then you can remove the wires attached to the small bulb and pull the bulb out to replace it with one from a parts store or department store. To get to the bulb and the retaining wire you will "unscrew" the round plastic cover under the hood by the radiator by spinning it counter clockwise. It takes less than 5 minutes to replace a headlight on a Kia after you have done it correctly once.

Where is the fuel tank air filter on a 2006 Kia Spectra?

The fuel tank air filter will not be technically challenging, only time consuming. You can actually see that filter if you look under the car behind the rear wheel. There is a small opening where the filler pipe runs up to the gas cap. In order to get to it to replace it, you will need to take the wheel guard panel off (about an 1/8" thick black plastic housing). The panel is held in by six screws and two bolts which means you can take it off with a screwdriver and a wrench. However, you may still need to jack up the rear of the car and remove the rear wheel to have enough room. Once you get to it, you just need to take the old filter off and put the new one on. You don't have to run the engine or mess around with gas to replace it.(There seems to be three screws holding it in place and you need to disconnect a tube.) All you need is a wrench, screwdriver, maybe a jack and tire iron, and an hour to kill to do the entire process.
