Actually no that's POINT 8 percent meaning less than 1 percent, putting the actual number closer to 1,000 black people in Maine. Sounds about right actually, Maine is the whitest state in the country, and where I grew up I literally had never met a black person until I was about 15.

Hey "Frank" I think you need to redo your calculations because you are wrong, ".8%" IS NOT LESS THEN "1%", Brian typed and clearly expressed ".8%"(notice the percent symbol behind the 8), he did not type (as you put it) "POINT 8". So with that out of the way let's crunch the numbers again. ".8%" or 8%=008, and if you multiply this number by 1.3 million or 1300,000 X .008 then your answer would be 10,400. So Brian is correct with his 10 to 11k estimate.
