Follow the brake lines coming off of the master cylinder which is located on top of the engine near the firewall on the driver's side... that should lead you to the proportioning valve which is located on the driver's side of the engine compartment nearest the underside and almost right up next to the radiator. You can see it from the top of the engine compartment if you have a flashlight.
However, if your car has 4 wheel disc brakes you won't find a proportioning valve. They are used only on brake systems with front disc brakes and rear drum brakes.
Good possibility its your intermediate steering shaft. Which is known as (ISS). It is a defective design by GM. GM is aware of the problem and has started working to correct it. there is a new steering shaft available from GM. Lubing it is only going to fix it for a shorter and shorter period of time. The only way to fix it for good is to replace the shaft with the updated one.
Just had the same problem yesterday. It is an OBDII plug, first generation it wont link up unless u have a scan tool with a GM specific adapter cable.

The starter on my 1998 Aurora is located under the intake manifold, ON TOP OF THE ENGINE. I had to replace it last year, and it took me a while to find a mechanic who actually knew where to find it.

On the 98 a black plastic 'box" under the hood on the right side about mid-way between the firewall and grill. Open by lifting the cover a copper connection block is there. How do you install a car stereo into a 2001 OLDS Aurora?
Step 1. Buy the Installation Kit and Wiring harness that fits the car. ( These cars have ribbon type harnesses and can seriously mess up your car if done incorrectly)
Step 2. Tap into the positive wire from the cigarette lighter for Acc power to aftermarket units.
Step 3. Pull out bezel (just pry out and gently pull.)
Step 4. Pop clips that hold radio in (4) and Pull. (these cars have a dock and lock system)
Step 5. Most aftermarket headunits are deeper than the space provided, Trim the back of stereo compartment as needed.
Step 6. Use wiring harness to wire setero to factory plug. (connect the previously tapped cig lighter wire to the Acc wire on headunit (usually red).
Step 7. Mount using the Dash Kit by the indtructions provided.
Step 8. replace bezel.
Step 9. Test unit and enjoy.

Behind where you use the handle to pull to open the door is a little cap. Use a screw driver to take it off and take out the screw you will find behind it. From there, start to take out the screws that hold the pannel on located at the bottom of the pannel, about 4 of them. You are now ready to just pull the pannel up. the pannel also has a hindge system on it so you can work on the inside stuff without having to take it all the way off the door.
