On my 1999 I found it far and directly above the steering column. It's not at all visible, but I found it by sound and touch with the emergency flashers turned on. If your flasher is not working at all this approach won't help. (Mine had intermittent problems.) Feel for an elongated box shape a little over one inch square by about 2 inches long. (A long thin and limber arm works best. My right arm and wrist were bent like the left arm of a violin player.) The flasher unit is attached to a metal bracket with a spring clip. I was able to slip the flasher unit off the metal bracket by sliding it toward the rear of the vehicle. The wires were long enough to let the unit dangle down to where it was visible and accessible. I used a screwdriver to release the plastic catch and the flasher easily came free from its connector.

Replacing the unit was a hassle, too. Auto-zone did not carry it. A local parts store at first sold me an incorrect unit, and the one they did have that matched the connectors did not have a housing to match original equipment, so there's no way to re-clip the unit to its original location. For the present, it's just hanging loose. It works, but there's nothing to amplify the sound, so the clicks are very quiet.
