I would start with the symtoms, Is it not funtioning or is it not functioning well. For example is it blowing any air through thew ducts? Or is it just blowing cold air through the ducts? If it is just blowing cold air through the ducts it could be a number of things, from a faulty thermostat, to low coolant, to water pump failure, to a clogged heater core. I would check levels first and then possibly the thermostat. A thermostat is an easy thing to change for a novice mechanic, 2 bolts (10mm) and it comes apart. Fairlym easy to get to, it is located on the drivers side, (just follow the radiator hose to where it ends on the block. No special sealant is necessary since the thermostat has the seal built in. Another tip-off that the thermostat is failed it it will no pass emmisions inspection since the engine doesn't heat up to the proper normal operating temperature. If the blower isn't working then I would check all the fuses, it is also possible the fan is inoperative.
