Why do turn signals keep burning out?
The bulb sockets are known to cause 'dead bulb' symptoms. Each socket has a metal tang intended to contact the bulb case but the tangs get bent and no longer make contact. I used a straightened paper clip wire with a small hook bent onto the end to pick at the tang and raise so it can contact the bulb.
Also, the factory grease hardens to putty. Pick out the old grease from the sockets and bulbs, replace with a fresh dab of dielectric grease. For procedure on a 99 Tahoe go here.. http://wiki.answers.com/Q/How do you change brake light bulb on 99 Chevy Tahoe
The points below are to correct some common myths I encounter frequently.
The bulb negative terminal is connected to ground so a short to ground after the bulb is only a duplicate.
A short to ground before the bulb will remove the bulb from the circuit and prevent 12V from reaching the bulb so it will not light.
Too big of a fuse will have no effect the bulb draws a fixed amount of current at 12V. Amps is potential energy, for example your home may have 200 amp service from the street but you can use a 60 watt light bulb.
Oil on the bulb from your fingers will not cause a standard incandescent type of bulb to become too hot and burn out. This may not hold true for a high temperature bulb such as halogen or xenon.. check with the bulb manufacturer.
LED bulbs can produce significant heat, have specific voltage tolerances, and can be damaged by improper voltage.

What does it mean when a car needs new headers?
Headers (also known as exhaust manifolds) are the part that takes the spent exhaust gases from each individual cylinder of the engine, bring them together, and expel them from the vehicle (usually passing through one or more catalytic converters and one or more mufflers on the way). V-layout engines (V6, V8, etc) have two headers, whereas inline engines have just one. Usually, the term "headers" is only used for performance-enhancing aftermarket replacements for the factory exhaust manifolds. If a car needs new headers, that generally means that the existing manifolds have been damaged in some way. One common cause of this is rust.
