They kind of are, but not fully. Holland is mostly meant for two provinces in the Netherlands (North-Holland and South-Holland) some people who don't live in one of these provinces don't like people to call the Netherlands Holland. Personally, I'm living in South-Holland and I sometimes use The Netherlands and other times Holland. Most people know what I mean and Holland is just easier to say.

Oh, and with most football things it says 'Holland' not the Netherlands.

Edit:I have to disagree with Saskia a little, I am from the eastern part of the Netherlands, or Holland whatever suits you best ;) I also use mainly Holland when I talk to foreign people (especially Germans), because this is what they use most often.

I think most foreigners use Holland instead of The Netherlands, there is an explanation for this, I'll try to keep it short:

Before 1814 (When The Kingdom of the Netherlands was grounded) most dutch people who went abroad were sailors from Holland, the western part of nowadays Netherlands, which are now called North and South-Holland. Therefor those people called themselves Hollanders from Holland, since foreigners mainly met sailors from Holland, they believed everybody from this area is living in Holland.

I think you can compare it a little with former Sovjet countries nowadays, a lot of people living in Kazachstan, Ukraine, Belarus, Estonia are still seen as Russians by foreigners. When your neighbour would be from 1 of those countries, a lot of people in your neighbourhood would know him as the guy from Russia.
