The 13th fold, or when the flag is completely folded, the stars are uppermost reminding us of our nations motto, "In God We Trust."
After the flag is completely folded and tucked in, it takes on the appearance of a cocked hat, ever reminding us of the soldiers who served under General George Washington, and the Sailors and Marines who served under Captain John Paul Jones, who were followed by their comrades and shipmates in the Armed Forces of the United States, preserving for us the rights, privileges and freedoms we enjoy today.

I too had this question in mind after seeing that flag in Radiohead's "Paronoid Android" music video, placed on the table before the large man seated at what appears to be a U.N. meeting. Well, I did a search to find out what country it represented, but was unable to find one.
I think there is the possibility that the green flag with the yellow star in the middle is not associated with any country, so as not to call out a single country as the focus of any of the messages in the song, which could lead to distraction. I think what you have to take away from it is that it is a powerful country that lacks concern for other countries and other individuals.
