In order to answer this question properly, please allow me to explain our position on the flag. To begin with, I am assuming you are referring to a national symbol. Just because something is in the shape of a flag, does not make it something that JW's avoid to use of. Often there are flags that people hang in front of their houses that are pictures of nature scenes, butterflies, animals, etc. These are not nationalistic or religious in nature, nor are they objects of veneration. There should no problem with these types of flags.
We do not disrespect the flag or the nation, or government for which it stands. We simply do not worship any representation of a nation, be that a flag, statue, or otherwise. This is in obedience to the Bible's command to "not make for yourself an idol in the form of anything in heaven above or on the earth beneath or in the waters below." (Exodus 20:4-New International Version) Some translations use the word "carved" in this passage, but the Hebrew word means "manmade." So we understand that scripture to include any representation, or idol, whether of cloth, stone, wood, or otherwise to be prohibited. Exodus 20:5 goes on to say, "You must not bow down to them nor be induced to serve them..." We understand that to include saluting or pledging allegiance to the flag.
So the problem for us comes in when we are asked to salute or in any way do an act of worship to that emblem. The reason is that the Bible goes on to say that all worship or allegiance goes strictly to God almighty.
Now, having said that, I personally as a parent, would have no problem with my child drawing a picture of a flag of a nation. I do not personally view this as an act of worship. There are many things that, as Jehovah's Witnesses, we each have to make decisions on what we refer to as "conscience matters." These are issues where there is no clear prohibition, so we each must make that decision based on our own individual circumstances and what our individual consciences will allow. Obviously, in the case of an act of veneration to a flag of a country, the Jehovah's Witness child would not want to participate. However, since simply drawing a flag is not an act of worship, there should not be a problem. But the child's parents may feel otherwise, so in that case, the parents should be consulted.
Let me also clarify something else that a reader of this answer may also be wondering.
We respect the flag. We will refuse to deface it or degrade it in any way. We also respect the government that is represented by the flag.
We view the governments as serving for the greater good, and therefore we obey the laws, pay the taxes, and will not participate in any rebellion against the established government, even if that government passes laws against Jehovah's Witnesses, and there are many worldwide that do just that. We simply will not give our worship in any way to any object. We view a national symbol as an idol, and we will not give veneration to it. We feel that any act of worship belongs strictly to God.
