I think in Massachusetts they require a permit that requires you to have 2 years experience with the animal, and have that "experience" affirmed and written down in some proof form, then you need to represent that to fish&game department, and see if they will grant you the permit.

It's honestly I really long process, even if you're completely qualified, and it's difficult to do, but you CAN get one, and then it should be legal in your state - but know that you'll need to check you town/city laws too, because some completely ban them...

Unless you want a purebred Holland lop, you might consider adoption from the Humane Society or another animal shelter. Many people are unaware that rabbits are the 3rd most overpopulated and abandoned pet in the U.S., and there are a lot of them looking for a good home.
