It depends. The FCC (Federal Communications Commission) banned the manufacture of scanners and Ham Radios that can receive cell phones years ago. The manufacture of radios with this capability available is no longer available however, it took several years before this was changed. The cell phone signals would need to be analog for them to be able to listen in to and if you were traveling in a car on a highway, your signal would jump to another cell site and the listener would need to travel with you and know what frequency you would need to. This is difficult to do because of the large number of frequencies or channels available to analog cell phones. This takes several minutes with most scanners. It is now also illegal to modify a radio to receive these signals and has always been illegal to listen to them. It is also illegal to disclose the content of anything you hear on a scanner unless it is a conversation between Ham Radio operators and obviously your favorite broadcast station.
Digital cell phone signals are nearly impossible to listen to because of their encoding.

If the CD is stuck in the load opening, take something small enough but with a blunt end and push at the CD to go back in several times and eventually it will come back out. I have found certain burned CD's with sticker labels can not be put in there because of the thickness. You can try like a butter knife, tweezeers or finger nail file but becareful not to push on the bottom part because you can scratch the CD. At least that's how it works in mine.

The 2000 and up Impala's have a feature called RAP or Retained Accessory Power. This allows you to operate your radio and windows without the key or car being on for 10 min after you shut off the engine opening the doors will shut off the RAP and you will need to turn on the car again to roll up windows and such. I don't know what the cause of it is but we had that happen one day about 3 months ago. Prior to it not shutting off we got "garbled" reception from the radio..then when we parked the vehicle and started to exit the radio didn't shut off. We found the fuse (in the fuse box on the passenger side) and pulled the fuse and put it back in. We havn't had a problem since. Doesn't help you with the "why" questions but may help others from a dead battery. Karen

First, how strong are the signals you want to pick up?
If you are in a very weak signal area, the only solution is to use a large antenna to capture more signal. Have a look on the Web for antenna/aerial construction.
What you've called "static" might just be receiver noise, exactly like the noise you get on an FM set when you tune between stations. If the "static" is *receiver* noise, only a better antenna, or maybe relocating/aiming your radio will help.
Now, if you are in a good signal area, what kind of "static"? It might be interference from machinery, it might be from television sets, or from home appliances or computers.
AM is the most sensitive to static, so it's the best place to start. You can check whether it's coming from inside your home by turning everything else off, and you'll need to turn off at the wall socket or pull the plugs out, as some equipment still creates interference when you've turned it "off" at its control panel.
If the static continues, it's outside your home (it might be from the flat/house next door or it might be a factory or even electric trains). Try getting a portable AM radio and pointing it around. If you get a large *decrease* in the amount of static, you are pointing to (*or* away from) the source. Most AM radios use a ferrite rod antenna which is highly directional at *right angles* to its ferrite core. You may be able to pinpoint the source this way.
FM is *very* immune to static, so if you're getting static on an FM set, either (i) the signal is *very* weak, or (ii) the interference is extremely strong.
If your FM set has a socket for an external antenna, and you have a TV set, get down to your local HiFi/Radio/Tech store and get a lead to go from the TV antenna to your FM radio. Advanced tip: if you record at a rate of 59594 instead of 44100 then you can play the 33 1/3 speed at 45 RPM and save about 30% time in recording from a record. Then convert back to 44100 and it will be normal speed. I do this on ALL my LP to MP3 recordings... The above is for more advance type computer users.
