Yes, it is allowed but I really doubt if it will be effective. Bed bugs often hide, especially during the day. The pesticides used in total release foggers must contact the pest to kill it, so if the material does not reach where the bed bug is hiding, the bed bug will not be killed.

How do you attach rhinestones to clothing?
Adhesives
There are several brands of glue that are specifically formulated for bonding rhinestones to fabric. Some of the more common brand names are Beacon Gem-Tac, E6000, and Aleene's Jewel-It. Other fabric glues that work are Beacon Fabri-Tac, Bond Fabric Glue Washable, Aleene's Flexible Strechable, and Aleene's OK To Wash It.
Beacon Gem-Tac is the least expensive, you only need a small amount, and it dries completely clear, which means no unsightly globs of glue around the rhinestones - just pure shimmer and shine. It's easy to attach rhinestones with adhesives, but remember to: do a test on a spare piece of fabric, use glue that dries transparent, make sure to cover all edges of the stones to minimize them from peeling off, follow the manufacturer's instructions, and always wash with great care and on a low
temperature.
Metal Settings
Tiffany settings enter from the back of the fabric and crimp over the stone on the front side. Rim settings are placed on the front of the fabric, over the stone, and crimped on the back side of the fabric. They are available in gold, silver, or black with engraved or smooth finishes. Several types of metal setting tools are available to fit on your particular application.
Sewing
Many flatback rhinestones come with holes in them for attaching by traditional sewing methods. Rhinestones by the yard (eg. banding, chain, fabric) are often sewn on to costumes and apparel. Rhinestone buttons, patches, appliques and transfers are also available.
Hot Fix
Flat back costume trim can also be purchased with heat sensitive glue on the back. This special glue melts into the fibers of your fabric forming a permanent bond. These stones can be applied with your household iron or a heat press. Special hand-held applicators, such as the BeJeweler or Kandi Kane, can also be used. These applicators will pick-up round rhinestones, heat them until the glue begins to melt so that you can attach them to your fabric. It's quick, it's clean, and it's easy.

Well since I have heard of this happening to someone there is no telling what may happen. He does sound ill but he may last a year maybe more maybe less I advise you to either talk to his doctor or a nurse of his. They will tell you everything that you need to know. It can't be determined from the information you have given. He sounds very ill - the best source of information regarding his health and prognosis would come from his doctor. Have you ever wondered why some people linger that should be deceased, and some, often very good people die young. God does not want to see anyone perish(go to hell), So he communicates wtih them on their deathbeds and maybe gets ahold of them, and then takes them. Think about it.
If your friend has bed bugs in her apartment should you let her visit you in your apartment?
Probably. Bed bugs tend to live in cracks and fabric seams and tend not to move if they've found a reliable source of food. Infestations usually start from newly installed furniture or the plumbing. Bed bugs can get into your clothes and bags and migrate into your house that way. So there is a chance your friend will bring them in to your home
Your friend can protect your home by wearing freshly cleaned clothes (that were kept in a sealed bag) and leaving her shoes outside. You can protect your home by limiting the visit to the kitchen or some other room that has relatively few places for a bed bug to hide (you want to avoid carpet and fabric covered furniture). Then make sure to vacuum the furniture your friend used, and the floor. Finally -- discuss all this with your friend -- it's okay for you to not want bed bugs in your home!
I would not suggest having them come over as this is how bed bugs spread. As anyone will tell you, bed bugs are a nightmare. It just takes one bed bug carried on their shoes, purse, or clothing to bring bed bugs to your home.

Can bed bug bites give you diarrhea?
No diarrhea is not something that will be caused by you being bitten by a bedbug. If you do get diarrhea that will either be a result from inflammation of your bowel, or a chemical irritation in your food or infection by microorganism such as dysentery which is an inflammatory disorder of your lower intestinal tract, usually caused by a bacterial, parasitic, or protozoan infection with pain and fever, but none of which are ever likely to be a consequence of you getting bitten by bedbugs.
Most people do not suffer any other medical problem or disorder from being a victim of a bedbug infestation in their bed except some of us suffer from intense itching, which if you scratch to try to get relief can lead to skin infection and permanent scars or changes in your skin colour. More rarely a few people can suffer from anaemia due loss of oxygen carrying haemoglobin in bloodstream if they have a very severe bedbug infestation in their bed. That in extreme cases can cause fatigue, shortness of breath, dizziness, cold hands/feet and/or headaches. Having bedbugs in your bed can also cause insomnia in some people but many of us get no reaction.
