The brake caliper boot seal keeps out dust and dirt. If not replaced it can cause the caliper seal to leak and the brakes to possibly fail. It is simple to replace.
Your mechanic is right on the money. Brake fluid is typically a very destructive fluid, it can eat away many materials (don't get any on your cars paint) and it can also soak into your brake pads and lower their maximum operating temperature which could leak to brake fade or in the worst case, brake failure. YES! Brake fluid is pretty nasty stuff. It'll eat up paint, if spilled, etc. I'd leave it to the brake reservoir only.
HOWEVER, you CAN substitute Automatic Transmission Fluid for power steering fluid. Top off if in an emergency if you need to, but if you're gonna use ATF permanently, I'd flush out the power steering system first and refill with ATF so they dont mix...
