Had this problem with my 95. You need to remove the pad that sits over the airbag, and use an ohm meter to check if either of your horn switches are shorted. Most likely, one is and you can bypass it while retaining the functionality of the other. Not a job i would recommend for the do-it-yourself-er. Take it to the mechanic for this one

The heater core is located under the dash, in the center above the "hump". The container holding the core looks like a black plastic box. Remove the ash tray for easier access. You may have to also remove some other covers under the dash. First drain the radiator. Then you have to disconnect the hoses. There are two hoses connected to nipples of the heater core that are thru the center of the firewall. This has to be done from underneath the car while raised. I also had to unbolt a frame support to get to the hose clamps (I have big hands; you may be able to reach them without unbolting it). Remove the screws that hold on the cover to the heater core. You should be able to get the old one out now. Just go in reverse order to put it back together.

Might be a wise investment to replace the entire tank WITH a "new" used tank WITH a new used fuel pump........... goodluck

The problem was not your starter! Sick of hearing that answer, but sadly I do not have the correct answer. My car was having the same issue, mainly on cold starts. I took the poor advice and replaced the stater and solenoid, that evening...Same problem! You will only need to replace your started if the real problem is not found, because it will grind off the teeth in the starter and may even destroy your flywheel! I am not a mechanic but after owning a 98 Dodge Intrepid I feel I know more than most! Again, do not replace the starter until you find the real problem or you will go thru starters like candy! BUT dont take to much time or you will be replacing the flywheel too!
