Germany's government did not want to be the aggressor in the war, which was erupted due to the actions of Austrio-Hungary and Russia, but it knew its chances for victory were slim. Since a direct attack on France would be long and costly, Germany invaded Belgium (after they refused to allow German troops to enter) and invaded France through a undefended border.
