Safety release halters are safe to keep on in the pasture. Any other type of halter is not. Horses can easily get caught up and, being pray animals with a strong flight instinct, panic and hurt themselves.
We have left regular halters on any horse we feel is a flight risk for decades and have never had an issue. I feel it is safe and a reasonable thing to do, if you believe the horse could escape. Having said this, leaving halters on for extended periods of time can cause other health issues. You need to make sure the halter is clean and the horse does get some time with no halter on.
