No. The front elbow is just a connector to receive filtered air that is drawn into the engine from the air filter. On the inline 6-cyl, the CCV is toward the rear and is the smaller tube running to the intake manifold. It is precisely sized to meter the amount of vapor it draws while running.
Installing a PCV in the front tube will overpressurize the engine, causing it to blow the gaskets and seals, creating a series of repairs that never solve the problem.

While answer 1 is not incorrect, another possible and more common cause is that the vehicle has gone far too long without proper preventive maintence and is in need of a complete TUNE UP. Some of the inner cable kits can be difficult to cut to length so you may need to put it in, check for length then pull the inner cable out and follow the instructions for cutting it to length.

For the 1999 Jeep Grand Cherokee Laredo, you'll need a 1/2" socket wrench. The longer the wrench the better, i.e. a long breaker bar. The spring retention arm has a square hole for the 1/2" socket to be placed. Once placed, you can adjust tension for serpentine belt removal or application. Follow the belt route guide on the "little sticker" near the belt under the hood. If you don't have a 1/2" socket wrench, I'm pretty sure you can rent the necessary tool at Autozone for free (deposit returned when tool returned). This method works for many different vehicles, makes, and models.

Wiper motors have an internal switch that keeps the wipers running after you turn them off. The switch stays active until the wipers get to the "PARK" position and if the drivers wiper switch is off, then the wiper motor is turned off internally. I suspect the internal switch has failed. Unfortunately the switch cannot be easily replaced. Fortunately, wiper motors are not terribly expensive.

Neutral safety switch is on the passenger side of the transmission oddly enough. It is delicate and can be easily broken as it is made of bakelite material and will not take much stress. DO NOT PRY on this device when making adjustments. They cost in the range of $180 to replace. Keep in mind that this same switch is what turns on the backup lights as well as allowing the Jeep to start in Park. So if you have trouble with backup lights AND/OR the thing won't start in Park (but will in Neutral) this is the likely culprit. If the underside of your Jeep is like mine, then the shaft that this device is on is gunked and corroded and difficult to remove. If you're lucky, then you won't really have to remove the device. To adjust the switch, you will need several people (at least two) Loosen the bolt at the top. The hole is slotted which will allow for ~a little~ ammount of play. Have one person in the car with their foot on the brake and the shifter in reverse (with the key on of course). Have the second person behind the car looking for the reverse light. You are under the car moving the switch through the slotted play. When the person in the back sees the reverse light, top moving the switch and tighten it down...and hopefully you're done! If this doesn't fix your problem, then you will need further work. Removing this thing is a real problem. The metal is a cheap pot metal and the plastic is bakelite. So, it will shatter with a minimal amount of force. Plus the wiring harness is wire-tied to the main harness leading up to the engine compartment! So, don't force it!"

You may have to replace the seals in the transmission.If you have to go to 3000RPM it is the seals.Hate to be the bearer of bad news.Just to be sure,take it to a transmission shop,I think they will tell you the same thing.

I just solved this problem from inside the back storage area. Dirt in the mechanism and all along the rubber seal where the door closes against the back of my 1993 Cherokee was the problem and cleaning out the dirt and spraying with WD40 was the solution once I got the liftgate open.
1. remove the upper left and right screws holding the carpeted plastic inner lifthatch cover/pannel exposing the mechanism.
2. To do this I pried the small open area upward until the pannel broke free. Two plastic screws broke in the process but I wasn't concerned with it.
3.at the bottom center of the latch mechanism you will see the stud sticking up that the latching mechanism "U"piece grabs and locks to when it swings left to lock the liftgate/hatchback. The "U" opening faces the the stud when opened.
basically the white plastic rectagular cup swings toward you when the button is pushed from the outside and a cast metal peice pushes it. Then the "U" shaped peice can swing and allow the door to open with a push or pull if it doesn't pop open..
4. There was a mechanism to the right that had to be moved so the white plastic could swing and allow the "u"shape to pivot and the liftgate to open.
5. After spraying, work these mechanisms until they move freely and the springs can reset them. Then open and close the lift gate repeatedly.
6. There was an electric locking mechanism to the upper left of the mechanism but mine wasn't engaged so it wasn't an issue.
Answerso the lock works and when you pull the handle it doesn't fully unlatch? i had that problem so to fix it i removed the door panel(lift gate) and that will expose the whole latch mechanism. you can then watch what the latch does when you pull it and chances are you will find that the clamp that is attached to the pin has moved up whicth then prevents it from fully unlatching. you then unsnap the clip and move it down on the pin, i also suggest you secure in in that spot i used a small 2-bolt cable clamp and have not had any problems since (8-months) . Without starting the engine, turn the ignition key on, off, on, off, and back to on.
The "CHECK ENGINE" light will flash the first digit, pause and then flash the second digit of any stored error.
