Hi! My wife has a 96 stratus and the same problem just happened. Unfortunately the Relay is basically behind the stereo console and requires to take alot of the front dash off. Her case however I notices this. The break lights worked just fine. Under the steering colum you will see 2 screws one far left one far right (towards break and gas petal area). Take those out and the black guard above the break petal should come off with no force. Check to see if all the plugs in the back of the fuse box are plugged in all the way. Her case the top right one (blue colored) had slid out a little and this fixed everything.

There are two screws that hold on the curved door handle that you use to close your door. Remove these two screws and the rest are just push clips. You will have to start on the bottom and work your way around to each side to disengage all the clips. Then all you have to do is pull the panel twords you a little bit and lift it up and over the door lock on top. This is very simple. If you need pictures let me know and I can take some for you.
