UV inhibitors will be required if the project will be outdoors.
Will paint or primer stick to painters tape?
Yes, it will but I don't know long it will last. So if you painted over it and just want to leave it, you shouldn't. Painter's tape isn't meant to last, humidity etc. will loosen the light adhesive it is made with.
